Tax Update: Exemption and Relief on Stamp Duty for First-Time Home Buyers

The Ministry of Economy and Finance announced stamp duty exemptions and reliefs for first-time homebuyers transferring ownership or possessory rights of the housing in 2025 in Notification No. 020 MEF.SCN, which was released on December 31, 2024. This Notification, which will take effect on January 1, 2025, and run through December 31, 2025, aims to give citizens financial relief and encourage growth in the real estate industry. Tax benefits are as follows:

Purchased before 2025

a. ≤ USD 210,000: The first home (Borey) or condominium purchase is fully exempt from stamp duty.

b. > USD 210,000:

  • Tax assistance for first-time purchases: USD 210,000 will be subtracted from the stamp duty base.
  • Tax relief for the second or subsequent purchase: USD 70,000 will be subtracted from the stamp duty base.

Purchased in 2025

a. ≤ USD 210,000: The first home (Borey) or condominium purchase is fully exempt from stamp duty.

b. > USD 210,000:

  • Tax assistance for first-time purchases: USD 210,000 will be subtracted from the stamp duty base.
  • Tax relief for the second or subsequent purchase: USD 70,000 will be subtracted from the stamp duty base.

Special Cases for any price:

The same benefits are available if the condominium or house (Borey) is bought from unregistered businesses, such as financially troubled real estate developers.

Requirement

  • The housing will be acquired from real estate development firms.
  • Agreements must be executed by real estate developers at market value and sent in to tax authorities.
  • Exemptions do not apply to taxes or penalties that have already been paid in the past.
