Legal Update: Cancellation/Resale of Mobile Numbers and Deduction of Account Balances

On July 31, 2024, the Telecommunication Regulator of Cambodia (TRC) released an announcement regarding the deactivation and resale of consumers' mobile phone numbers, as well as deductions from mobile phone number account balances that violate existing laws and regulations.

Mobile Operators: Must refrain from the following prohibited activities:

  • deactivating active mobile numbers and reselling them without following the correct procedures; and
  • must not deduct account balances in violation of published tariffs and roaming services.

Consumers are required to notify the TRC (by calling 6789 or using info@trc.gov.kh) if any of the following unauthorized actions occur:

  • The mobile operator has deactivated or resold the mobile phone number prior to the 180-day grace period following the expiration of the main balance.
  • The balance was deducted in a manner inconsistent with the published tariffs and the operator’s terms.
  • The consumer experiences charges for plans or additional services without their prior approval, resulting in unexpected balance reductions. the mobile operators failed to adequately address the complaint.
