Tax Update: The Use of a Khmer Bank Account for the Request of VAT Refund

The Ministry of Economy and Finance has issued Instruction No. 030 MEF.SNN.GDT on the use of bank accounts in Khmer Riel for the request of VAT refunds for large and medium taxpayers, as well as foreign diplomatic and consular missions, international organizations, and other government technical cooperation agencies, in order to promote greater adoption of the national currency and enhance the effectiveness, timeliness, and accuracy of VAT refund settlements.

  • Required Khmer Riel Bank Accounts: In order to facilitate VAT refund settlements, all entities are required to establish a Khmer Riel bank account that is linked to the GDT's data management system.
  • Requirements for Opening and Updating Bank Account Information: Organizations that do not currently have a bank account in Khmer Riel must open a new account in Khmer Riels and update their bank account details using the GDT.
  • Special Situation for Specific Organizations: Up until December 31, 2024, international organizations, foreign diplomatic and consular missions, and other government technical cooperation agencies without a Khmer Riel bank account may still be eligible for VAT refund settlement.
