On 8 February 2024, the Ministry of Economy and Finance (“MEF”) issued Prakas on tax incentives for businesses within the tourism sector, including hotels, guesthouses, restaurants, and tour agencies. Enterprises in the sector located in Siem Reap are eligible for the following tax incentives:

• exemption from the annual income tax for the fiscal year of 2023;
• exemption from monthly taxes, with the exception of Value Added Tax (VAT) and accommodation tax, up until June 2024;
• forgiveness of all tax debts accumulated before the 2023 fiscal year (it remains to be seen whether these tax benefits will require individual applications to the tax administration or if a general measure will be introduced later); and
• a suspension of tax audits for the fiscal years of 2020 to 2023.

Enterprises in the sector located in Phnom Penh, Preah Sihanouk Province, Keb Province, and Kampot Province will be granted a suspension from tax audits for the fiscal years of 2020 to 2022.
